CS/NT&P Launches the Sector Working Groups FY2022/23
Sector Working Groups to play a key role in budget preparation process Thursday August 5th, 2021
The National Treasury & Planning Cabinet Secretary Hon. (Amb.) Ukur Yatani has today officially launched the Financial Year 2022/23 and Medium-Term Budget Sector Working Groups, initiating the budget preparation process.
Speaking during the colourful event held at the Kenyatta International Convention Centre Nairobi, CS Yatani noted that the process was being launched well ahead of the usual timeframe to allow for ample time to prioritize government programmes and engage with stakeholders.
He further observed that 2022 being the year that falls within the General Election cycle, The National Treasury had to commence the budget preparation process well in advance to be consistent with the calendar of Parliament.
Underscoring the importance of the Sector Working Group process, CS Yatani said that the process will provide an ideal framework for Ministries, Departments and Agencies (MDAs) to identify, prioritize and allocate resources to areas that will have the greatest impact in addressing the challenges occasioned by the negative effects of Covid-19 which include: rising unemployment, health challenges and income inequalities.
During the programme prioritization and resources allocation process, the Sector Working Groups were asked to consider and apply the following criteria: How a particular programme links to Economic Recovery Strategy, Programme linkage to “Big Four Plan” either as a driver or enabler and, how the programme in question is aligned to the specific priorities, outcomes and outputs of the Medium-Term Plan III of the Vision 2030.
Other considerations shall include: the degree to which a programme addresses employment creation and poverty reduction, the degree to which programmes address stalled projects and pending bills and, efficiency, effectiveness and economic levels anticipated in the programme implementation
Dr. Julius Muia, Principal Secretary National Treasury, Mr. Saitoti Torome, Principal Secretary State Department for Planning, Hon. Kanini Kega, Chairperson, Budget & Appropriations Committee/National Assembly and other senior National Treasury officials also attended the launch.
