Hon. Amb. Ukur Yatani Kanacho has over 27-year experience in public administration, politics, diplomacy and governance in public sector since 1992. In January, 2018 he was appointed the Cabinet Secretary for Labour and Social Protection, a position he’s serving todate. Between the years 2006-2007 while Member of Parliament for North Horr constituency, he also served as an Assistant minister for science and technology. At the height of his career (March 2013-August 2017), he served as a pioneer Governor of Marsabit County, the largest County in the Republic of Kenya. Between June 2009 and October 2012, he served as Kenya’s Ambassador to Austria with Accreditation to Hungary and Slovakia and Permanent Representative to the United Nations in Vienna. In this position, he aggressively pursued and advanced Kenya’s foreign interests. He held senior leadership positions at various diplomatic and international agencies such as International Atomic Energy Agency (IAEA), United Nations Organization on Drugs and Crimes (UNODC), United Nations Industrial Development Organization (UNIDO), Vice Chairperson of United Nations Convention Against Transnational Organized Crime (UNTOC), Vice President of Convention on Crime Prevention and Criminal Justice (CCPJ), and chair of African Group of Ambassadors among others. Between 1992—2015, he served in different positions in Kenya’s Public Administration including a District Commissioner, where sharpened his management and administrative skills. Hon. Nelson Gaichuhie is currently the Chief Administrative Secretary for The National Treasury and Planning. Prior to this, he served as a Member of Parliament for Subukia Constituency from 2007 to 2017.
In Parliament, he was the Vice Chair of the Finance Planning and Trade Committee, and a member of the Budget and Appropriations Committee and Appointments Committee.

 

 

 

 

 

 

 

 

 

 

 

 

Dr. Julius Muia is the Principal Secretary at The National Treasury. Prior to this, he was the Principal Secretary at the State Department for Planning - The National Treasury and Planning. Before his appointment as PS Planning, he was the Director General, Vision 2030 Delivery Secretariat which operated under the Office of the President, Republic of Kenya to facilitate the implementation of Vision 2030. This is Kenya’s long-term policy framework that is premised on making Kenya a globally competitive, rapidly industrializing and upper middle income economy by 2030.

 

Between April 2008 and October 2016, Dr. Muia served as the Secretary, National Economic and Social Council, Office of the President. This is a top advisory government think tank whose flagship project was formulating Vision 2030.

 

An alumnus of the University of Nairobi’s School of Business, Dr Julius Muia graduated with a First Class Honours Degree in Accounting; Masters Degree and PhD in Finance from the same university. His professional qualifications include: Certified Public Accountant (CPA-K); Certified Public Secretary (CPS-K), Associate Kenya Institute of Bankers; Associate Chartered Institute of Arbitrators; and Certified Coach.

Dr. Geoffrey N. Mwau, EBS graduated from McGill University in Canada with a Ph.D in economics in 1994.
He worked as a Senior Advisor to the Executive Director representing Kenya and 21 other African countries at the Executive Board of World Bank.
Prior to joining the World Bank, he was a Senior Regional Advisor on Economic Policy Analysis with the United Nations Economic Commission for Africa. Previously, Dr. Mwau also worked for the International Monetary Fund (IMF) as an economist for Rwanda, Malawi, Botswana, and Uganda.

Dr Haron Sirima, OGW is currently the Director-General, Public Debt Management Office at the National Treasury. A career central banker, he joined the Central Bank of Kenya in 1986 as a graduate trainee and rose through the ranks to the position of Deputy Governor, Central Bank of Kenya and Vice Chairman, Monetary Policy Committee. He has previously served as Deputy Director Management Department, Ministry of Finance and also Adjunct Professor at Jomo Kenyatta University of Agriculture and Technology.

Dr Sirima has been involved in the design and implementation of public debt management reforms including the preparation of the legal framework for public finance management at the Ministry of Finance.

He holds a B.A Economics and B.Phil Economics degrees from University of Nairobi, Master’s degree in Economics from University of Manchester, UK and PhD in Entrepreneurship from Kenyatta University. He has extensive professional training in monetary policy operations, foreign exchange reserves, sovereign debt and strategic management.

 

 

 

 

 

Mr. Albert Mwenda was appointed to the position of Director General, Budget, Fiscal and Economic Affairs on an acting capacity in November 2018. In this capacity, he is responsible for (i) Macro and Fiscal Policy affairs; (ii) Intergovernmental Fiscal Relations; (iii) Financial and Sectoral policy issues; (iv) budget issues; (v) Public Procurement affairs and (vi) public finance management reforms. Albert has over 20 years of experience in central government and private sector organisations.  Albert was appointed as an Advisor to the National Treasury of the Government of Kenya in 2011. In this capacity, he advised the National Treasury on public finance management reforms as well as fiscal decentralisation. Prior to his current appointment he served as the Director of the Intergovernmental Fiscal Relations Department of the National Treasury which he helped to establish. He has made significant contributions in the recent development of Kenya’s policy and legislative framework for public finance management, including the management of fiscal relations between the two levels of government.

 

 

Eng. Stanley K. Kamau is currently the Ag. Director General, Public Investments and Portfolio Management Directorate. This directorate is responsible for coordinating, managing and providing leadership in government investments and public enterprises, assets and liabilities in Government, public investment management, public private partnerships and government pensions.

Prior to his current role, Eng Kamau was the Director for Public Investment Management at the National Treasury &Planning helping Government to establish and implement a public investment framework in order to improve the quality, efficiency and effectiveness of Government projects. Before that, Eng Kamau was the Director of Public Private Partnership (PPP) Unit, at the National Treasury& Planning, having been appointed to that position in February 2010, a position he held until March 2018. As the Director of PPP Unit, he established the current legal and regulatory framework for PPPs in Kenya.

 

 

Mr. Francis K. Musyimi, CBS is the Principal Administrative Secretary in the National Treasury. He graduated with a Bachelor of Arts Degree in Sociology and Goverment (Political Science) from the University of Nairobi in 1983, and a Masters in Public Sector Management in 1996 in Mona Campus, University of West Indies, the Carribean.

 

He served in several parts of the country in the Provincial Administration until 1990 when he was transfered to the Office of the President, National Government. Mr. Musyimi also served as Principal Administrarive Secretary and Assistant Secretary to Cabinet in Cabinet office where he also served as the Principal  Assistant to the Head of Public Service and Secretary to the Cabinet. In 2008-2010, he worked as Secretary, Administration in the office of the Deputy Prime Minister and Ministry of Local Government.  In January, 2011 – August, 2018, Mr. Musyimi worked in the Ministry of Health until his deployment to the National Treasury.

 

Mr. Musyimi is a seasoned administrator with vast experience in Public Sector Management.
